Festival Governance

  1. This Festival shall be known by its legal name, The National Capital Region Music Festival (1945), as the National Capital Region Music Festival, or NCRMF. Due to a longstanding relationship with regional Kiwanis clubs, the Festival shall also be known colloquially as the Ottawa Kiwanis Music Festival, as the Kiwanis Festival, or OKMF.
  2. The Festival shall be conducted under a Management Committee of the Festival through its Executive Director, who is ultimately responsible for all aspects of the Festival.
  3. Any matters or circumstances that are found not to be satisfactorily accounted for within the rules and regulations set forth in this syllabus shall be referred to the Management Committee and Executive Director.
  4. The decisions of the Executive Director with respect to either the conduct of the Festival or to any matters arising from Festival operations are final. This rule supersedes all other Festival rules.
  5. Decisions made by the Executive Director or Management Committee in response to particular circumstance during a given Festival are not binding with respect to future Festivals unless and until they are codified within these general rules and regulations or the rules of a specific discipline.

Amendments

  1. The Festival reserves the right to revise these governing rules, along with any other Festival rules and regulations, discipline-specific rules, or classes, at any time. A page on the website will be made available to track changes to each year's syllabus. Announcements advising of changes will be reserved for changes deemed especially significant.

Waivers and Code of Conduct

  1. Every person participating in the Festival, in any capacity, shall be governed by the Festival Code of Conduct.
  2. Each person participating in the Festival shall agree to be bound by such waivers as are presented to them as part of creating a profile in the Festival registration system or registering in a class in the Festival.

Festival Communications

  1. The Festival will make information available by means of email announcements or personal email communication sto participants, as well as by means of its website and via social media profiles managed by the Festival.
  2. The Festival values the privacy of all participants, including performers, teachers, families, volunteers, adjudicators, accompanists/collaborative pianists, donors, and so on. All contact information collected by the Festival is used only for communicating with you and will not be used for any other purpose without your consent.

Festival Programming

  1. The scheduling of each Festival class and the order of performances within each class will be published on the Festival website and only on the Festival website.
  2. In the event the Festival is obliged to make changes to scheduling or programming, the Festival will advise only those participants whose scheduling has specifically been affected by these changes.
  3. In the event of any discrepancy between public-facing scheduling or programming and the scheduling possessed by the adjudicator, the adjudicator's documentation takes precedence.

Communication with the Festival

  1. Complaints regarding the conduct of the Festival or regarding its rules must be communicated to the Management Committee and Executive Director, in writing.
  2. Under no circumstances are participants to approach adjudicators or volunteers with complaints regarding the conduct of the Festival, regarding its rules, or regarding adjudicator decisions.

Festival Scheduling

  1. The Festival schedule will be available on the Festival website. The Festival will announce when the schedule is first made available for public review.
  2. While the Festival will endeavour to accommodate conflicts and other scheduling commitments that are brought to our attention during the registration period, the Festival cannot guarantee such accommodations.
  3. Live Performance: Performances are undertaken live except in classes specified as virtual or unless public health orders prevailing at any given time dictate otherwise.
  4. Splitting Classes: The Festival may split a class into two or more sections as warranted by the nature of that class, by the quantity of performers registered in that class, by the duration of performances, or by other considerations deemed pertinent by the Festival.
  5. Constraints: The ability of the Festival to schedule (or reschedule) performances is constrained by the availability of venues, adjudicators, and volunteers.

Rescheduling

  1. The Festival cannot guarantee that performances can be rescheduled as a result of conflicts brought to the Festival's attention following the end of the registration period.
  2. The Festival will endeavour to reschedule performances to accommodate academic or Conservatory exams, scheduling conflicts on the part of collaborative pianists or accompanists, non-routine medical appointments or circumstances, bereavement, or a conflict with another Festival class or event, keeping the inability to guarantee rescheduling as noted above.
  3. The Festival may become obliged to reschedule performances on short notice due to circumstances such as sudden unavailability on the part of an adjudicator or venue, hazardous weather conditions, or the like. In such event, the Festival will endeavour to contact all affected parties at the earliest opportunity.
